Involving Everyone in Quality Management: Practical Lessons from a Large Region

Reclassering Nederland is an independent foundation with approximately 2,000 employees. Reclassering is a statutory task, where staff are experts with deep knowledge of criminal behavior, effective measures, and how to assist clients; their work is people-focused and grounded in scientific approaches and insights.

About CircleLytics

CircleLytics is the unique online assistant for leaders to intelligently, engagingly, and safely involve teams, departments, or networks of people in key issues, from groups of 10 to thousands. The online dialogue reaches the entire target audience, provides privacy and time, boosts participation by 30-50%, and makes information 50% more reliable; we regularly interview people and organizations that engage in dialogue, seek other perspectives, and make supported, effective decisions as a result.

The Challenge

In a large region of a national organization, ten units—each with 15 to 30 employees—were implementing a new approach to better steer quality management, including appointing a quality coach per unit. But what focus, and which activities should get priority? The units varied greatly in culture, interaction styles, and work methods, raising the key question: how to truly involve everyone in such a change, so it’s co-shaped by employees rather than imposed top-down?

Key Considerations

·      No meetings or Teams calls, as they hinder open dialogue.

·      Stimulate mutual learning from each other’s suggestions.

·      Account for each unit’s unique aspects without lumping them together.

·      Complete the process quickly, not over months.

Why CircleLytics?

The tool enables structured, anonymous online dialogues, allowing honest responses free from group pressure or hierarchical noise—no time pressure or need to attend a venue. Employees get space to reflect from their own workspace, revealing what they truly prioritize and why; a second dialogic round lets them learn from peers, value ideas, and build constructively. It’s scalable for parallel unit dialogues, respecting cultural and team differences, enabling ten simultaneous sessions over two weeks.

A unit manager who led the virtual sessions noted: “We ran parallel dialogues per unit because each has its own identity, methods, and development stage, allowing teams to define what’s important for their quality coach role—with tailored outcomes.”

Questions to Employees

Via CircleLytics, employees received two open questions via a secure, branded email link, including: What are your thoughts on the best use of the quality coach and why? Answers were anonymous and uninfluenced by others—unlike workshops where some dominate, others stay silent.

In a second round days later, they dialogued with peers’ responses: What do you support in what others say? They had 4 days for reflection (with reminders), scoring support (+1 to +3) or rejection (-1 to -3), plus explanations and tips—all privately. This fostered safety without personal targeting, impossible in meetings.

Benefits of the Dialogic Approach

Employees gained depth by organizing thoughts at their pace; reading peers’ views helped understanding and sharper thinking—collaborating critically outperforms solo efforts. Anonymity from personal workspaces reduced biases and pressure, feeling natural versus forced meetings in a room.

Participation soared as everyone could contribute remotely, excluding no one from this vital change - unlike scheduled sessions many skip or find unsatisfying.

Outcomes

The second round highlighted per-unit support/rejection patterns, showing unit managers and coaches clear buy-in for key tasks, reasons, tips, and resistance points. Coaches started successfully in a “warm bath” of support, with resistance minimized and addressed.

This approach shares knowledge/experience while boosting change ownership—a key success factor for lasting transformations. For managers pursuing quality and job satisfaction, it activates and connects people effectively; CircleLytics enables safe, inclusive dialogue foundational to sustainable improvements—together, you advance further.
